In HB 1881, now codified at Tex. Agric. Code. §12.044, the 81st Texas Legislature, Regular Session, created the Texas Equine Incentive Program (TEIP). The statute requires the Texas Department of Agriculture (TDA) to administer TEIP and to promulgate rules for the program. The legislative purpose of TEIP is to provide incentives for owners of Quarter, Appaloosa, and Paint horse breed and show their horses in Texas.
TDA will continue to distribute information on TEIP to all interested parties.
TDA acknowledges the timely feedback it received regarding proposed TEIP rules that were originally published in the October 9, 2010 issue of the Texas Register (34 TexReg 6938). The rules set forth in 4 TAC 17.500-17.507 and 17.509 have been adopted. The adopted rules are published in the March 26, 2010 issue of the Texas Register, and will become effective 20 days after the date of filing of the adoption.
Public comment and feedback received concerning the TEIP rules have been addressed in the Texas Register publication. Based on this feedback, TDA withdrew rule 17.508, and filed a new proposal for rule 17.508, along with a proposal for a new rule 17.510, which are published in the March 26, 2010 issue of the Texas Register.
